Experience modification factors (mods) are numeric values used in combination with state-mandated rates to determine workers’ compensation premium. Each year, the National Council on Compensation Insurance (NCCI) calculates a mod for an insured business by considering (1) audited payroll by job classification, (2) loss history (both medical and lost-time claims) and (3) NCCI’s expected loss rates and discount ratios for the appropriate state. Simply put, the mod compares a business’s claims record to that of all other businesses in the same classification, statewide. If a business has lower than average claim experience, its mod can drop, along with its premium. Conversely, a higher-than-average claim record could push a mod up.
